fog/driving lights question

I ordered these fog/driving lights.

I got them today and I though that they would have a switch to select between fog lights and driving lights, since they have dual bulbs and the reflective housing is different for each side. The switch that came with the lights only has on and off. Is this right. I'll post a picture of the wiring diagram tomorrow when I get the camera.

can I have driving lights and fog lights on at the same time?

If not should I make my own wiring harness with two relays and a three postion switch.
