One word: NORMAL.
What did the shop say when you asked them to check it out?
What you are seeing sounds fairly normal. On most 'cold starts' here in California (temp still above say 40F) the car will go up to somewhere between 1500 and 2000 rpm, then settles down pretty quickly to 1500... then drop down to about 1k, then down to idle speed. It takes a bit longer when its below freezing, but the pattern is the same.
The best way to get the idle down is to drive the car. Don't sit there idling for more than a minute or so, unless its really cold. Why make your engine run for any longer than it has to? Just drive away gently and your engine will warm up more quickly.

PS. My car has made it 266k miles with the 'just drive away after a few seconds' method, and it runs perfect, burns no oil, etc...
