Moaning brakes

I've asked this question before but I never got a real answer but, now that it's been about a year and a few months I'll try again.

What makes brakes moan. Not squeal like you need to change the brake pads squeal. I mean moan. While braking you won't hear the moaning until you come to a complete stop and start to creep just a little. It's a hell of a lot worse especially when they are wet.

The moaning brakes is driving me nucking futs because I can't figure out what the problem is.

Please help.

In all seriousness, are we talking old brakes? Glazing perhaps? My brakes were terrible for that til I had them deglazed, recently.
