USA 2AZFE oil solenoid problem

O.K. here's the deal. I had my 2AZFE engine down to the block to desludge and clean it out. I got it all back together and now there seems to be no signal to the vvti oil actuator valve. I have checked all connections and my scan of the comp just says there's a prob with the vvti oil actuator. I have good oil pressure, 40psi at 800rpm and up to 50psi at 1600 rpm. I don't want to rev it higher cause the valve clatter gets too bad since the intake isn't advancing. The wires to the valve read 1.7V and .4 volts with no change at higher revs. This voltage should increase as the revs go up, right? Speedo, ECU temp sensor, Throttle control sensor, and Air mass sensor is working and besides I'd get a reading on any of that when I scan, right? ARRRRGH!!! Please don't tell me it's the PCM, I am not ready for that kind of out lay right now besides, from my understanding those comps are practically bullitproof unless you do something stupid. About the only thing I have done that could possibly have affected th PCM was accidentally grounding the battery, but being grounded to the frame shouldn't have affected the PCM. Anyway I am TOTALLY fustrated and came to this forum because you motor heads have more knowledge on a lot of this stuff than the Toy techs. All this is kinda new to me, the newest engine I have worked on is in my wifes 95 T100 2.7L and it has been a solid motor for 170,000, just keeps on ticking.
Please Help....someone....anyone?

Actuator drift occurs when a valve is out of null, resulting in a piston moving slowly or drifting when there is no control signal(e.g. when the electrical power of the toyota parts is off). In some cases, this drift is desired — such as when null is adjusted so that the piston rod retracts to a safe position upon loss of the control signal.
