Car won't start. Is it the fuel pump"

My car had been sitting for 1.5years with a blown engine. A rebuilt engine was dropped and the car turns over, but does not fire. I pumped all of the gas out of the tank and added fresh petrol. Car still does not start. I do not hear any noise coming from the fuel pump. Maybe the pump is stuck from not being used for so long? Plugs have a slight fuel smell, but they are not wet. Before I spend 180$ on a new fuel pump, I would like to know what else I should look at or try. Fuel fuses are good.

no start
could be lots of things, spark plugs, distributor, fuses, etc

I've never had a car sit for that long, so I don't know for sure

what year?, maybe try gettin some starting fluid and sprayin it in the intake, or on the air filter, see if u can get it to start up then, if it runs for a few sec and then dies then its somethin with your fuel delivery, if it doesnt then its somethin ignition, try some simple trouble shooting like that

do the plugs spark? just take one out, plug it back into the cable and touch something that's grounded, clean block/head will do

i think there's a fuel pump check in the haynes manual
