I was thinking about that for spring cause it messes with the throttle response. Never started messing with it cause I didn't know if it'd cause a CEL when I unplug it. Anyone know? You wouldn't think, but strange things can light up the MIL.
sure, the throtle cable runs from your pedal, to the cruise acutator and then to the throttlebody. Its also an extra length of cable, meaning more slack in certain places. If you remove the extra length of cable and the the extra distance the cable adds, you'll get better throttle control, and response. You don't have to acutally unbolt the the actuator and remove it, but if you use the non-cruise cable then it will bypass the actuator.
Ask SpectraBlueCam, he did it to his gen 3 5SFE. I don't fully remember, but I think he had to order a cable from the states because he couldn't find one in Canada.

I'm not quite sure if I felt a noticable difference after I installed the direct-to-TB cable. My car is just a slow POS to begin with. My main incentive for getting the cable was to remove the cruise unit from the bay and clear some room for turbo bits - so my car won't be a slow POS anymore.
In any event, you do have to get a different cable if you car has cruise from the factory. The base model Camrys in the US does not have cruise, whereas all Canadian Camrys have cruise, even the base model.
You should refer to a Haynes manual for the proper amount of slack to leave on the cable.
