Keihin (Mikuni) carb problem

Tuning them in
I'm seriously getting discouraged here trying to tune these carbs in What I get is,

I'll set the neutral idle and then shift it into a drive gear and then the rpms will drop down to like 600.. yet the neutral rpm is set at like 1400.. I don't know what to do.. there are the synchro screws.. but I don't know how to tune those in pricesely.. i'm just at a loss at what to do..

I had it set fairly good but something was still wrong.. I would rev it but it would idle back down n then stick at 2k.. the throttle linkage wasn't coming back down to the idle screw.. one of the throttle butterfly's was still open.. I am using 4 vacuum gauges.. 1 on each cylinder trying to tune these things in and I'm just not getting anywhere.. someone please help me..
