Corolla 1982 Brake problem

Hi! I have a 82' Corolla with a brake problem, Before the brake is hard but working, I send the car to a mechanic for repair, the mechanic replaced the master cylinder,power booster and adjusted the brake pads. Now comes the problem: Whenever I start the engine, the brake pedal is low and soft, I have to pump the pedal 3 to 4 times before it goes up to a good level. but sometimes even when the vehicle is moving for sometime the break pedal comes back to its Low and less power state. The mechanic said that one of my bleeder id missing. What could be my problem?

The bleeder is already installed and bleeded well but on the first application, the pedal's level is still low. on the second its good.

Well if you get in your car an put your foot on the brake and it's hard, then sinks when you start the car, that is normal. If you are losing brake power while driving that is not good.
I'm moving this to the tech section...

Found the culprit, its the master cylinder!
