Does anyone know by how many degrees an intercooler cools the air? Also, do they go before or after the turbo?

That depends on how much boost you're running which contributes largely to how warm your intake charge (read: air) is. Also, it matters where your intercooler is mounted and what type it is. You could have a front mount intercooler (FMIC) and run 25psi boost and cool your intake air 100 degrees, or you could run 4psi boost with a top mount intercooler and only cool it a few degrees. There is no guarantee, but the general rule is that the cooler the intake charge, the more power you get due to the more air particles burning. Good Question!

To add to ds-ttcc's general rule, you gotta make sure that your intercooler isn't too big too =D b/c you can have too big of an intercooler where the pressure of your air is lost in significant numbers in the cooler, and thus loosing boost pressure (even if its a little)

if you want the theory behind it to determine your pressure drop and temp drop though a given intercooler, i can send you the forumlas

Therefore...
the turbo is before the intercooler..

The bigger the intercooler, the bigger(or more boost) the turbo is needed.

Correct.

Generally speaking though, an FMIC air to air can drop charged temps around 5 degrees while a liquid to air can drop it around and even up to 10 degrees or more.
