3A engine running on

Hey guys!
I have a little '86 Tercel I use for winter driving. The car is great, except for one thing that drives me nuts!
When I shut the engine off, it runs on, or diesles.
Things Ive tried:
-water down the carb @ idle
-ATF down the carb @ idle
-lapping the valve seats, and cleaning the valves with a wire wheel. (very coked up)
Still idles on
Any ideas?

Sounds like something to do with the carb, most carbed cars have a device that closes the throttle completely when you shut off the engine, that stops run-on. Maybe it's not working properly.

check too see if the electonic chocke is still working properly if not you can replace it with another
