Question 86 Corolla SR5 blower motor

I have a red 86 Corolla SR5 coupe with 112,000 miles on it which I bought new. The other day I was sitting at the bank drive-up with the AC on when the blower just stopped. How do I know if the entire blower needs replacing or if it just needs brushes? I've read messages about testing the voltage, how do I do this? Also, where would I find the "assist kick panel" so I can check the circuit breaker? I'd appreciate any advice anyone can give. Thanks!
