MR2/GT4/Gen6

Here's my case:
I have a 98 Celica GT.

I want more speed, but i can't do much for now anyway.

i'm wondering what i SHOULD do.
should i focus on 3s-gte swap on the 6th gen FWD.

should i focus on the same drop with a MR2?

or should i focus and wait until a GT4 pops its head out in my area, and replace parts/still swap.

and i'm new to this, but if i were to buy a NA MR2, then swap...how long do i have until the insurance knows and charges me more?
