Rim size and Performance

How does rim sizes (diameter, not width) affect performance? Is bigger or smaller better? My case, a 130hp i4 sedan (99 camry le 5sfe) going for either:
- 205/65-15
- 215/45-17
Regarding turning ability I would say.

When going up in size your raising your final drive ratio... But in the corners the smaller aspect ratio on the tires ( side wall) makes the tires stiffer which ultimately helps out in the handling department...
