Somewhat incorrect... there is a way to program the stock ECU - the problem is that it is not easy and requires soldering to get the programmable parts on the ECU. (oh, and anybody that knows how to re-tune the stock ECU won't tell you the secrets! )

its quite possible to reprogrma the stock ecu.. if you were a freak of nature and know toyotas programming and could make an interfacce to read/write to it

If its called an "EPROM" then u can "Erase" and "Program" the "Read Only Memory", right?
If its called a "ROM" then its programmed once, like at the lab that the ECU's are assembled.
So, when the ECU is refered to as having an EPROM, then u are able to program it, so long as u can get it off the circut board, connect it to your PC, and then have the right values to do the big program mod.

for the record, most EPROM isnt user re-programmable. To reprogram an EPROM you need to remove it from the board and flash it, sometimes a light is used for this (the chips have a clear window on the top, covered by a label) , or some specialized equipment.
what you are referring to is EEPROM, or electronically erasable programmable read only memory. this is the stuff that you can just flash with new data by plugging in your laptop etc, and this is the stuff that we would like to have running in our cars because its easy to play around with
