1997 RAV4 low idle problem

My 1997 RAV4 has an extremetly low idle, like 300 rpm. I mean it barely running. I pulled the vacuum line off the throttle body that leads to the idle control valve and it jumped up to where it should be. Here's the thing, it doesn't idle really low all time. Sometimes it's fine.
Any ideas???
