Is it paint chips, or bug guts, or dirt from driving behind a dump truck? I can't tell.
If it won't come off with regular washing, try a clay bar first. Search this forum for info on Claying.
Clay should work, but in the rare case that it doesn't, you can always use a chemical cleaner like Goo Gone. It's safe on paint. If you have some, polish will clean it off too.
I've used clay/washing it already on it before already but it hasn't disappeared. Is it tar or bugs? I did the Maguiar's 3 step system today.........i'll take a new picture......that was before =/ but from what i see, i can still see the white specks

i'm thinking they're paint chips though.
Get down close, look and feel it. See if your fingernail "hangs up" on it. Could be paint chips from road debris.
Some road debris is inevitable, but it's a good idea to not follow close behind a dump truck or any rig that hauls gravel or dirt.
The paint on our newer Toyotas is softer than it should be, because it doesn't have many of the chemicals in it that paint used to have. Stupid tree huggers.
If all else fails (And your old like me) get a jewelers rouge (sp) or magnifying glass and inspect. Often times I will inspect a client paint condition this way during my pre-inspect (before I detail), and look for "issues"......Not to mention i still like cooking ants with one
its definately bug guts if you live in the woods or where there is a lot of plant life... if it was road debris the debris would have chipped your paint and thats a bad thing to look at.
i definitely think bug guts are on there too. But it seems like when i washed it off, it chipped my paint.
I washed off bug guts off the front bumper of my ride and it never chipped my paint. I never washed it every week though its just been a while since I washed it and it was full of this and that and some other stuff that I never seen before.
there has to be something that will soften the bugs so that you can scrape them off gently without annihilating your paint. I know I saw some sort of bug remover the other day in Auto Zone... I did clay on mine, and those little specks were still there, although not as bad. I might try that Goo-Gone stuff on it, because all it is, is like citrus oils and hopefully it will break it down and not mess up the paint at all..
Pb2themax, can explain better than me...but from experence, if you leave the bug guts on the paint for a period of time, they etch the paint,clearcoat or both! Then when you polish the car the polish says in the etching. The front of the coupe with the megenta color shows like hell, up close! I purchased a red colored polish to fill in the etches, and it helped some, but a repaint is in the future for sure!
Thats one reason my other two vehicles are white!!

On bugs, for some reason strong cleaners like Goo Gone don't really do much sometimes. I get better results by just spraying on some quick detail spray and letting it soak a little, then rub and wipe off. If they still won't come off then you need to work it with some polish, not wax. Polish cleans, and wax protects. You need a polish to clean off the bugs. By hand, it might take some good rubbing to get 'em off.
Once your bumper is clean apply a good polymer or acrylic wax to protect the front. Then when bugs splatter on the front they will be a lot easier to wipe off.
well remeber there are types of clay bars. different people call them different thing. I call them soft and hard. soft can get most surface contaminants and in my opinion overpriced peices of playdo.(meguiars clay bar) I use Clay Magic Clay Bar its a hard type. It gets deeper down particles in your paint. I call it hard type because it hard to kneed. And yeah, rule of thumb, if your nail catches on the paint in a scratch no buffing can help, its too deep. Also remember some of those bug removers say paint safe, and they more than likely are, but they will strip all coats of wax off the affected areas.

Alright i got cha. With summer coming up. Love bugs are ridiculously all over. You can't drive for 10 min without getting them on your car. I just recently Polished and waxed up my car and stuff but it doesn't seem to help. I think my front bumper needs a new paintjob x_x'
