Yes. Cleaner wax is usually used only after claying or after the polish step. It is to remove any polish residue, but usually claying will remove all previous layers of wax.
By 'freshen up', I presume you mean applying spray waxes. I usually apply spray waxes after I do a quick QD over the car. If the car has been parked outside for a while, or if there was a slight rain/shower, I'd do a quick QD and spray wax. But if it's sunny for two weeks straight, I'd dust it off and spray wax every 2 weeks.
