SYSTEM ONE makes a similar claim on it's packaging, but I haven't tried it and I don't push it to my customers.
My gut feeling is that it will lay a little wax down, but not nearly as much as applying it to a clean, dry surface.
Same thing regarding waxing a wet vehicle. I do that on my Tacoma with SYSTEM ONE Spray Wax, but I did an experiment where I stripped all the wax off my door (with rubbing alcohol) and the 'wax while it's still wet' technique did not lay down as much wax as was already on the fender and quarter (based on the beading I saw).
So, IMHO, it's a great 'maintenance' technique, but I wouldn't do it if your paint has absolutely no wax and your intention is to put down as much wax as possible.
EDIT: Regarding the quick detailer...we now sell an empty spray bottle in our Car Care Kits. Put one ounce of SYSTEM ONE Spray Wax in the bottle (up to the line) and fill it the rest of the way with deionized water and you have a great quick detailer.
