"some" cleaners is an understatement. It is one of the best paint cleaners I've ever used. The first couple pictures
on this page are just one example of what it can do. It is purely a chemical abrasive though. It won't do anything for swirls. I would use AIO on paint that is already polished in order to remove any fillers or oils prior to the sealant or wax. If you have swirls that you need to deal with, then there are lots of more appropriate products out there that will sort those out for you.
If you are using #83 anyway then the AIO isn't really necessary. I would wash, clay and then polish first and if you are using Sealant Glaze on the car then I would suggest putting on AIO first. It is sort of like primer for the sealant. You can put the SG on without AIO, but you'll find that it is harder to buff off without the 'primer' on there first.
