Tough to say precisely what to do without seeing it and the DIY options I am thinking of are all a bit risky.
Lacquer thinner might remove the blob if you do it quickly, but I bet it's pretty hard by now. Another option is wetsanding with 1500 or 2000 grit sandpaper on a hard sanding block, riding as much as possible on the blob and not on the rest of the surface. Once you get it level, you can buff it out (you'll need a rotary to remove wet sanding scratches).
If the blob is very 'tall', you might want to start out with 1000 grit, if you can be sure you won't touch the factory finish with it. Once you get close, switch to 2000 or 1500.
Both of these methods will remove some of your factory paint and require a decent amount of skill.
Proceed at your own risk! If it were me, I'd go the sanding route, because I think I would have more control versus using a liquid that might get on the factory finish.
