I hate to say, but it looks like something that's eaten through the clear coat already. BTW, I'm going to move this to the detailing forum for more looks from other members.

Can't say for sure, but if it is clear coat failure, you are pretty much out of luck.

Like everyone else said if its clear coat failure its too late.

Try some wheel cleaner, let it soak, and agitate with a brush. If it doesn't come off try some tree sap/tar remover like stoner tarminator (try a small spot first before spraying on the rest of the wheel so you know it won't damage it)

Get some aircraft stripper for aluminum and strip the clearcoat (remove the wheels and plastic center caps first)... if you need more details, I know some guys on waxforum.com have done it and written up about it. Then you can polish pretty easily with a PowerBall and PowerMetal polish.

I'd get the clearcoat sand blasted off and then maybe powdercoat em.

Wow. That's one nasty lookin' wheel.

Mine weren't near that bad, but I had good luck cleaning some baked on brake dust off my wheels with Meguiars ScratchX.
