Buy a carnauba based wax, a lot of new waxes nowadays have special blended paint conditioners in them that will actually help to restore moisture and shine to old faded paint.

Having said that, you treat the paint on the bumpers the same as the rest of the car. Whatever wax/sealant you're using on the rest of the car is fine for the bumpers as well.
