You can buff all you want, you're not going to get rid of the rust that has eaten through the panel. Your only option is to get the panel replaced.

Its a rocker panel and its structural. Strongly suggest take it to a place that is experienced. An if it is that bad check floor boards and other rocker panel. Also pillars. Man that is bad. If you get pulled that car will fail

If you need to ask those questions, then I would say you are better off taking it to a good body shop that has experience in rust repair.
