well i'll let the pictures tell the story... (pardon the little black dot. camera is done. nikon junk) car is a 98 Corolla LE.

can i fix this on a college student's budget?? (oh there's some more on the roof. thats probably about half that i took pics of.)

Pics are a bit blurry, but it looks like your clearcoat is beginning to peel. Not much you can do for it apart from a re-paint. Can't really tell what's happening without better pics. Have you tried to clay bar the affected areas?

I have clayed the whole roof but those spots don't budge.
