Crappy paint

Well I am not sure what category to put this in so I apologize ahead of time if I am in the wrong spot. So, I recently bought a another Toyota with a black paint job over factory blue. The problem is that the black is flaking off, in fact the spots that flaked off reveal shiny blue paint with a healthy clear coat. This leads me to believe that who ever painted this car did not do any prep or even scuffed up the paint since the paint under neath is still shiny. So back to the flaking issue I think it may be possible to chip off the black paint which I suspect is a spray bomb job. In some spots I can manage to chip off quarter sized flakes of black paint. Do you guys know of how I would be able to remove the black paint and salvage the blue paint underneath? I am open to any suggestions. Thanks!

use prime wash to rub it off?
use a blow gun to blow the peeling paint off?
