How to remove stuff on window frames

On my 2002 Highlander, this stuff:

is on the window frames. (See the attached picture) Does anybody know what it is and what can safely get it off? I ddn't want to scrub or use any chemicals until I knew that I wouldn't hurt the window trim.

Looks to me like the anodized black is coming off the frame. You need to repaint it.

Hard to tell from this angle, but if I'm not mistaken, it's the rubber coating that has oxidized, revealing the metal below it.

On some other Toyota vehicles, it is a bright stainless that is exposed as the rubber coating wears away, and I have seen this on roll-up/roll-down windows of various Camry and Sequoia models.

Replacement is really the only way to address this properly.
