My room mate's 88 Camry has an issue. Recently the tail lights and brake light went out. He said he checked the fuses, relays, and changed the bulbs, but it wasn't any of those. He wants to avoid taking it in? Anyone have any suggestions on what he should do?

So youre saying that his parking lights and all three brake lights are out?
ok now did he check that there was voltage at the fuses or did he just check to see if they werent blown?
The brake and taillights have separate power circuits and fuses. Check for power at the fuse as PeonHonda states. Could be two different problems such as a bad brake switch on the brake pedal. Check for bad common ground wires in the tail and brake light wiring.
You may also want to check the wiring harness where it runs along the floor of the trunk; if your roommate threw something in the trunk it could have split the wires...happened to me.
The wires run from the rear deck, along the left (driver's) side floor, and up the frame (by the power antenna harness). If the car's rusty, water seepage in the trunk will also cause troubles. Good luck!

TBayToyotaBoy has the right idea, but I think he has the wrong location for the loom of wires in the trunk. The loom of wires is located by the driver's side trunk hinge. It's really up high in the trunk. Those wires have a tendancy to fray and break from all the flexing they are exposed to when the trunk lid is opened or closed. Open up that loom of wires and looked for broken or frayed wires. Repair them as necessary. This is a common problem area on all generation Camrys.
if all his lights for his brakes and all are out its one thing your tail lamp relay box has went out...its something that has happend to all my gen2 camrys.... it will be located in the trunk behind the carpet and such on the driver side.. its a yellow box just remove it and open it and see if there is any burnt connections or such... if so you will have to jumper the connections for your brake lights or buy a new box ($80) online :/.... pics later if you need on where to jumper and such to make your lights work
turns out it was the tail light relay box. My room mate could not wait and now he is paying 250 bucks to get a new one installed at the dealership...I told him to buy it online but nooooooooo... thanks for the great responses guys...now only if my room mate listened....

It seems like your roomate likes to flush $ down the toilet. It's a 2 second job to swap out the relay.....a definate DIY repair!
And like the other member said, you can find it for $80 online

Kinda wierd that it was the relay box...does your Camry have an idiot light on the dash for "burnt-out light"? When my relay went, I got an intermittent warning light which told me I had a problem...I thought all Camrys had this nifty little feature?
