Radiator fans...

Is there anyway to turn the right side radiator fan on all the time like the left one is? I hear it's when the AC gets turned on but I'm just curious. I don't like it when the needle rises past the halfway point (if up a long hill, literally 3mm away from the red bar!).

It is possible to add a switch to jump the relay to the A/C fan. Suggest you first check out the coolant system. Determine if the radiator fan comes on/off in response to the coolant temp, or there is plugged radiator, thermostat problem, etc.

you dont use the fan while driving, if the temp is going up while going faster than 35, you have a heat exchange problem, you are not getting rid of the heat in the coolant fast enough

Running hotter then normal while going uphill suggests the plugged radiator.

You definitely have a cooling system problem. Your fans are not the issue.

Make sure your cooling system is full, that your radiator cap is in good condition... if that doesn't work, you have a bigger problems (plugged radiator, etc.)

Make sure the jiggle valve is installed in the correct position to allow the thermostat to work properly. If you take apart the coolant system to check this, test the thermostat. Suspend in heating water with a thermostat. It should begin to open at 178-183F and be fully around 192F. You can look inside the coolant hoses for deterioration. Check the bottom hose for a internal spring if it uses one. A plugged radiator can be deceptive and may require a flow test by a pro.

Take off the radiator cap, insert a thermometer, start the car. As the engine warms up the coolant will begin to circulate and get warmer. You should be able to see the water circulate. The thermostat begins to open at 178-183F and is fully open at 192F. The fans should kick in at around 192F. Suggest you wear some kind of eye protection do to the hot coolant!

If the temp rises dramatically, you have either a malfunctioning thermostat, bad pump, collapsed hose, plugged radiator or ? Replace the radiator cap before you shut off the engine.

Did you use any radiator/coolant system cleaner in the coolant system before you changed the radiator and pump? What specific problems had you replace the pump and radiator?

The radiator coolant fan switch is usually screwed into the radiator side or bottom. On the 3S-FE and 2VZ-FE it appears to be near the engine coolant intake.

On V-6 the fan switch is located in the thermostat housing above the cranshaft pulley
