How to adjust the Headlights on 1990 camry le?

Hello all, this might be a stupid question but I was wondering how to adjust the headlight for 1990 camry LE. I found out how to adjust the lights from left to right, but NOT up and down. I was wondering if I have to take out the bumper or other things to adjust the lights to move it up or down. If someone can help me with it, that would be great. I look it up in the mechnic book but it doesnt say or show anything about how to adjust it. It just say "0" for up and down blah blah blah. Once again thank you, whoever can help me with this one.

under the hood... on top at the back of the light.. there's a worm gear that turns it up/down
