Sounds good to start with. There are certain paints that bond better to plastics. You can prep your hubcaps with a plastic bonding base coat. If you want a nice professional looking paint job do it in several thin coats, sanding with 1000 or higher grit sandpaper in between each coat and clean off the dust residue. On the last coat use rubbing compound to bring out the luster then shoot a coat of clear and repeat with the rubbing compound.
You should be able to go to a PPG store and get any color of paint mixed in a rattle can for around $12-$20 a can. Most of them should even be able to "measure" the current color on any sample you give them for a near perfect match. This works great if you are just replacing parts of your car like the bumpers, valences, mirrors and the like. I've even done this with whole body panels like the hood and fenders. That way you don't drive down the street in a Frankenstein car that draws too much of the wrong kind of attention.
