2nd Generation middle a/c vent problem

1991 Camry DX, 3sfe/auto/a/c. Does anyone know how to get to the lever that switches between the center vents above the climate controls? Mine is stuck on the top one and I want to switch it to the lower one. The "knob" that is suppose to switch between the two moves, but I think the actuator lever(?) is broken or missing. I have used a long screw driver to move the flap on the inside of the bottom vent, but it keeps popping back. Any help would be greatly appreciated!!

Go to page 68 of the pdf file.

That should help you get to whatever fasteners hold the center duct assembly (they call it the "number 3 instrument panel register") in place.

An exploded diagram is on page 62.
