In my experience it depends on the type of fog. Yes, I said the type. I used to have "fog" lenses on my Bosche lights, but I found them too diffuse in the fog we get here. I swapped-in the driving lights and now I can see much better. In both fog and snow, I can see the centerline easilt, and all reflective surfaces (including those creepy, creepy moose eyes) are visible.
When I had blue bulbs in the fogs, I noticed an even bigger improvement in visibility. Perhaps due to the shorter wavelength of blue light (but yellow is supposed to be the most effective, and it has a much longer wavelength--I've just never used them).
Whatever you do, be sure to mount them under the bumper--you'll avoid too much light diffusion (and subsequent blind driving) with the bumper overhanging and cutting-off the light emitted upwards.
