They grey stuff used to be white, it's a ceramic material designed to stablize the coil, keep it from moving in other words. It's not essential and won't hurt anything if it's not there.
It is possible to repair a broken coil by soldering it together, twist the 2 broken ends together and then solder them. The coil does not get hot enough to melt solder, although the repair will probably cause a hot spot and the coil will fail faster than a new one would. I've repaired many of them by using coils from various Toyota's, the thinest coil (the one used for the slowest fan speed) usually fails first. I take next thinest coil from 2 spares, solder them together and put them in place of the original, the wire is thicker so it lasts much longer, but because I used 2 of them the resisitance is high enough to make the low fan speed about the same as the original.
BTW, never run the fan with the coil not installed in its mount. It relies on the moving air to cool it down, without it the coil will get very hot and it could be damaged.
