What sensor is in this pic?!?!

I may have found my weak link in my idle, while odling and not in gear, I idle at 1500 and someimes 2k rpm, I unplugged the sensor with the green cap, and it dropped the idle down to normal. My iac is fine and other things like vaccum too. What does this sensor do?

It's specifically an "Engine Coolant Temprature" sensor or ECT sensor.
Our Camry's have quite a few "Water Temp Sensors" for other things too.

Isn't that the coolant temp sensor that tells the cold idle mode when it's OK to deactivate?

Test it, when the car is cold, unplug that sensor and start the car up, see if the fast idle mode is on or not. If it is off, you know that sensor turns the fast idle mode off when it reaches the right temperature. During fast idle mode, the cold idle injector is on so your car is probably running around with a bunch of extra fueling...

Pardon my Camry ignorance, I am just talking in reference as to how it would work on my Prelude, maybe the Camry is different.

I am pretty sure that the Start Injector Time Switch is the one with the brown body and gray looking cap on the bottom left of his picture. The one with the cap off is the ECT sensor though I forget where it sends its signal to.

Possibly.

What does this sensor do?

It sends a signal to the ECU telling it was the engine temperature is. The ECU then uses this input to adjust numerous parameters. You can easily test this sensor with a DVM and the specs from any manual.
