No high beams on 88 camry

low beams work, indicator light works, when you pull back lights come on, when you push it forward no lights at all. Bulbs look good and are fairly new. Tested the relay and it looks good. I'm thinking the switch but have I overlooked anything? Is there just the one little fuse panel on the drivers side under the hood or what? How do you replace the switch? It looks like the steering wheel has to come off or is there an easier way? Thanks TB

i would check the connection on the bulb if i were you
