Need help figuring out problem

Does anybody have any ideas on this problem I'm having? When the motor is running and I'm at lets say a stop light with the transmission engaged in drive, so basically when there's a load on the motor, and the AC is on the motor starts to flutter. As soon as I put it in neutral it works fine. Also, when I start the car and the AC is on and I'm backing up it flutters even worse and sometimes stalls. Now the AC is working nice, it's almost like the motor can't handle the load. Now I know some are going to think the vacuum switching valve, but that is new. Also the AC idle up is new. When I adjust the AC idle up the car lurches forward real bad when I'm sitting at a light and the idle gets way to high when the AC kicks on. Both of those units are new. The AC compressor is about 2 years old. The system was re-done by Toyota. I was thinking maybe a vacuum leak somewhere or the VSV is defective. But like I said it's new and it's factory Toyota. I am a real stickler about buying factory parts. I just can't seem to peg this problem down. The pump is switching on and off. Any help or ideas would be much appreciated.

If the system is charged with R134a it just harder for compressor to pump it.Otherwise it could be restriction in the line or the high mileage engine is just too weak to run under additional load.
