Question engine problems

I got an 86 camary that had a blown head gasket. I took it(EFI 2.0) all apart and while it was apart I ground the valves. I put it back together and instead off a vacume I was getting air coming out off the intake. I took it apart again and all the lifters were stuck in the all the way up position. I figured that was the problem since I ground the valves maybe it was holding the valves open. I put it all back together and it still does it. I had marked the timing belt and gear so it should be where it was. Any ideas?

Just enough to get rid of the pits. The valve margin is still within specs.
