2nd Generation urgent cam / belt problem

I said "urgent" because I need to call my mechanic tomorrow morning, and hope you folks can help.

1988 170 k mi Camry, broke it's timing belt. During repair, the mech noticed a bad timing belt tensioner ( showed it to me - it's shot ) which explains why the belt went ( well-maintained car). Here's the problem - when re-timing the cam, the mech says the engine hangs up when pistons 1 & 4 are near top. Bottom ends turns nice and free. He stopped because he told his asst not to force anything, thinking perhaps it was hitting a valve, even though we both think it's not an interference engine. When I reminded him we had both turned it over a bunch of times with the starter before we diagnosed the broken timing belt, he decided to look at it again with the head on before he tears in further. He can't see anything in the bore scope that explains it .

Any idea what's going on ? I need to call him tomorrow.

Is something else, like the water pump or oil pump, hanging up ? I would think they drive off the bottom end, and that's turning fine . . . . I know just enough to be dangerous with cars ( do my own oil, brakes, starters, alternators etc; I let the pros do the things you need real tools for . . . ). The mechanic is honest and good ( known him a long time ), but not much experience with Toyotas - nobody around here drives them .

BTW it's my third one of these cars - this one is actually my son's. I had to park mine at 292,000 mi when everything went at once and it wasn't worth doing ( rust ). Really wanted to see 300,000 . . . .

If the CRANKSHAFT ROTATES FINE WITH SPARK PLUGS REMOVED, the valves were not hit by pistons. Place crank at 3 o'clock position (pistons half-way up -down), remove the valve cover and inspect the cam gears , cam lobes for visible damage. I can speculate that the foreign object may stuck between the cam gears. The worst thing is if one of the cam bearing get scored due to the lack of oil--- the head must be replaced.
