If it is similar to the one in my 90 Camry there is an on/off button on the dash that you have to actuate. Then the cruise control cluster will operate. There was a set/decrease control and an accelerate/resume control and a shut off control. With the on/off button on (I just left mine on, my 95 has to be turned on each time I start the car) you get your car up to the speed that you want to hold (I think it has to be over 35mph) and then press, slide or twist the set/decrease control. Take your foot off of the accelerator and it should hold that speed. You can accelerate by holding the accelerate control until you reach the speed that you want or you can decelerate by holding the decrease control until it slows down to the speed that you want. When you tap the brakes it shuts off. If you want to resume the speed that it was set at last you activate the resume control. You can also shut it off by activating the shut off control or totally kill the system by toggling the dash board on/off switch.
While this is a useful feature remember not to use it when you are sleepy or impaired. It requires more alertness from you to react to a situation not less. Especially when you are learning how to use it the first time. You usually can't use it in heavy traffic where your speed is changing often.
