setting timing

is it possible to setup timing using a multimeter instead of a timing light? and is the timing set when the engine is running(EFI). Please explain, i can't understand the manual.

you jump TE1 and E1 in the diag port.... and you use the timing gun.... of course with the engine running... how's a multimeter going to work?
