No Parking or Dashboard Lights on 91 Camry - Help!

I have a 91 camry and suddenly I have a problem with my running lights, dashboard lights and front blinkers.
I have no dashboard lights, they are completely dark. I have no front or rear parking lights (lights that come on with the first turn of the headlight stick) and no blinkers on the front corners lights. (The front blinkers under the bumper work, and the rear blinkers work).

I have checked all 3 fuse boxes and found no fuese blown. (Although I'm not sure which fuse controls these lights as they are not marked). And I have checked the bulbs, they are good. I am at a loss as to what to check next. Does anyone have an idea of where the issue may be

could be the dimmer switch.... i remember once i disconnected it and the dash lights didn't come on
