Its a vacuum pump I believe, controlled by an actuator...I'm trying to retrofit my 1991 Camry with OEM cruise control as it came with all the wiring (as an optional accessory) and I bought it used w/o cruise.
Stuff to check: (smarter people feel free to add to this)
1.) Button on Dash (is it there, does it have power, etc)
2.) Control arm (thing on steering wheel) should be on right side with wiper/washer control and say cruise/ set/ accel/ etc, etc, (is it there, etc, etc, etc)
3.) Cruise control computer (located under the front passenger side kick panel just above fuse block)- this a pain in the *** to get to and involves taking off the entire right side of the dash (from the glove box on down) to have enough room and view access the bugger. when you finally get that off you need to reach up above the fuse block and see if there is a nice little green/teal box...thats the computer. (again, is it there, does it have power, etc, etc, etc)
4.) Vacuum pump and control actuator (things that actually control cruise, maintains speed, etc)-inside your engine should be near the "top left" by your alternator I believe. see

That is the only part of the system I haven't managed to scrounge from a junkyard yet
Again this is from my experience on an automatic trans (manual probably requires some sort of clutch pedal add-on and more)...if I have left anything out can the more experienced people please add it on?
