From your question I presume that that is what happened. So, evidently, it is.
A single click indicates that the solenoid contacts are worn. There are kits available to replace these and there are several previous posts that detail how to do it (search both the Gen 1/2 and the Gen 3/4 forums). Often tapping the starter with a hammer or wrench will get it to work in this condition. I would speculate that you jiggled it enough before the bench test to get it to work.
Multiple clicks when you turn the key are indicative of a low battery.
