That line is essentially a drain fitting. If you look on the top surface of the crossmember that runs under there (from left to right) then you'll see a rubber grommet where it is supposed to insert. There's a small space inside the crossmember there where the drain (or vent, or whatever the heck it is) goes, and the gromet is supposed to hold it in place. Nothing to worry about, just zip-tie the line out of the way if it won't fit back in the grommet...
