OK, terminology... when you turn the key it sounds as if the engine turns over but does not start. Is this correct? "turn over" and "crank" mean the same thing. "start" and "run" are pretty much the same thing.
Take the distributor cap off and see if the rotor turns while someone cranks the engine. If it doesn't, the timing belt is probably broken.
When you turn the key to the on position, all of the dash indicator lights come on in a test mode. Does the Check Engine Light come on? If not, check your EFI relay and EFI fuse.
You said that you weren't getting 12 volts to the distributor. Do you have 12 volts at the battery? I can't see why you wouldn't have whatever the supply voltage was. You may need to charge up the battery or maybe you have a loose or corroded supply wire.
The air hose to the throttle body is attached at both ends, right?
