Gen1 90' Camry engine stalling out after oil seal/ timing belt replacement

Recently my 1990 Camry ( 3sfe engine) starting leaking oil, and not surprisingly it was traced back to the camshaft seal. We replaced all the seals, water pump and put a new timing belt on and have ensured that the timing is correct.
Before reassembling the car we figured we’d test out the engine and only put back everything the car needs to run except the alternator belt and the crankshaft pulley. We managed to get it to turn over but after about six seconds the car just stalls out. Upon trying again, the car will crank and get very close to starting but will not turn over. If we wait a few hours or so, the car will do the same thing. We’ve tested the spark and it’s very strong, tested the fuel output, checked all the wires, ensured a proper ground on the igniter, and checked for any air obstructions. Are we missing something?
I’m at my wits end here because the car ran fine beforehand. I’d appreciate any help possible.

I will not comment now on the non-starting issue, but will suggest not to run the motor without crank pulley.
Two helpful hints are going to reassure that the cam timing is right:
- prior to belt removal match mark the flange on the cam sprocket in relation to the inner #3 timing belt case cover at TDC compression stroke #1 cylinder position: a lot easier to see then the factory cam timing mark;
-match mark belt to cam and crank sprockets, then place old and new belt side by side and transfer marks to the new belt: this will assure proper timing phase (no "extra" teeth)
As for the starting make sure that all vacuum lines are connected right, including these on the power steering idle up switch on the power steering pump, also verify that fuel is delivered to the injectors; try to start it swith shorted Fp and B+ connectors in the diagnostic connector.

Thanks for the advice. As I think you suspected, the timing was in fact off and now starts up with no problems. Thanks again for your time and the suggestions.
