Fuel Filter Bolt

I can not for the life of me get that top bolt on the fuel filter loose. I've tried a breaker bar for leverage and still no luck. All that's happening is the bracket that's holding the fuel filter against the car is getting bent. Any ideas?

Use back-up wrench on the hex below the hose union[its either 14 or 17 mm.]
Use both hands while removing the top bolt
You may consider to use "matco"style open end wrench [with 4 flats]

Typically the bottom fitting is the hard one.

Have you tried soaking the area with penetrating oil?

Use a 6 sided wrench to help prevent rounding the fitting flats.
