90 Camry DX Auto Seatbelt always on

Just went out to do an errand and noticed the LH auto restraint belt was down before I got into the car and as soon as I opened the door it retracted. The ignition switch was off and before I put the key in the ignition I noticed the seatbelt warning light on the dash was lit. Nothing else in the car would turn on except for the lights, and if I moved the wiper switch the seatbelt warning light would get brighter. The RH auto restraint belt works normally.

Is my ignition switch finally cooked? Is it reasonable to buy a new lockset for this car?

+++ UPDATE: Sunday 10-AUG-08 11:13a All fuses test ok, passenger auto restraint always works properly; I replaced the big 20a circuit breaker for the auto restraint and now the dash idiot light is off but now the LH restraint does not operate at all anymore (before, the seatbelt idiot light was always on and the both auto restraint belts operated). When I removed the Ckt brkr I heard a clicking from what sounded like the passenger footwell. The door sw is good as it controls the dome light when opened/closed. The Haynes manual doesn't give a description on the fuses and relays in the passenger footwell... is there a diagram around or maybe a FSM online somewhere?
I could really use just the wiring diagram to properly diagnose it if anyone has a .pdf file of it, or tell me to which wires I provide 12v to make sure the motor isn't toast.

Also my thread [stickie] about seat belt troubleshooting.
In my opinion the problem is mechanical, as breaker is popping out; check the motor to make sure you can move the belt by rotating belt motor shaft knob

UPDATE: 11-AUG-08 So I'm an idiot and didnt read DrJ's sticky first. Ok so I got the FSRM and I tested for voltage/cont. on the plug for the auto restraint computerand everything checks out as far as I can tell.
What is be better way to make sure the limit switches are working?

Also, when I went for lunch I noticed a buzzing coming from somewhere only while the car was in motion. How prone is the auto restraint computer to shorting out?

Have you tried to rotate the belt motor manually and check if belt moves[I have feeling it has something to do with motor gearbox/ belt drive system rather then switches and comp.}

It's quite possible but we will never know. I got to the car, belt still retracted from earlier when it wasn't working, and when I started the car the belt closed. It's all working well so far. I inspected the track, motor and switches and they appear clean and free of ANY debris throughout.
