Check the cold start time switch when the engine is cold. It's the sensor under the brown plastic connector, on the water port on the right side of the cylinder head, as you are standing in front of the engine. You need to remove the connector and then you will need a digital volt/ohmeter and the specs from any manual. These commonly go out of range after many years and miles of service and do not send the proper signal to the computer. The computer then doesn't know the engine is cold, and will not richen up the fuel mixture to facilitate a cold start. Check it out first, as these are a dealer only part and run about $100.
Sometimes you'll get a normal reading from the cold start timing switch, but the cold start injector is faulty (happened to me last winter). The actual cold start injector is located on the intake plenum, and it has both a wire and a steel fuel line running to it. It drips the fuel into the intake when instructed by the timing switch to do so.
For either part, you can probably get 'em at a u-pull-it wrecker for pocket change.

+1 on the cold start injector. I had a leaky one on my Camry, and it would actually flood the engine when sitting for a long time (i.e. "cold" starts). Only mine would always start on the 2nd try right away, and always started easily if it didn't sit too long after running.
Do you get a puff of smoke out the back when it starts?
Yes! it did smoke after starting before but it seems to be getting better the more I drive it (it sat in the garage for a couple months before I put a crate moter in it). 100miles on it so far!
I swapped out the AC compressor today and fixed the Drivers Auto seatbelt(broken wire going from the door to the fuse box area).
Thanks again you guys. Tomorrow I will install the 4 injectors I got from a 40k motor before I run i through the DEQ again.

i can atest to the cold start injector. i have swapped out the head for a JDM Head and it eliminated my cold start injector. now takes two to three tries in the winter time to get it started.
