To pass smog with a non-original engine, it has to meet a number of criteria...
Mainly:
Same or newer model year engine than car
Engine from same "type" of car (really, car engines in cars, truck engines in trucks)
All original smog equipment for engine present for new engine
Pass tailpipe emissions test
Have a smog certification from a State Referee that verifies all the above
At that point, you can go to any smog station to get the car smogged. Sadly, all state referee stations are closed right now due to budget issues.
I would suggest finding a 'friendly' smog station to get around the situation. If it passes tailpipe emissions, it shouldn't be to hard to find a shop - but you will have to ask around... don't just be going to every smog shop down the street.
